Denied Medicaid in Florida? Here’s what to do next

Florida has not expanded Medicaid. That one fact surprises a lot of people: in most states, a low income alone can qualify an adult for Medicaid. In Florida it cannot. If you applied and got a denial letter, you are not alone — and a denial is not the end of the road. Here are the routes that actually work in Jacksonville.

Why Florida Medicaid denials are so common

Florida Medicaid covers specific groups: children, pregnant women, parents and caretakers of minor children (at very low incomes), and people who are elderly or disabled. A working-age adult with no minor children and no disability usually does not qualify, no matter how low the income is. It is the state’s rule, not a mistake on your application.

Route 1: Check whether a different Medicaid category fits

People are often denied under one category while fitting another:

  • Pregnant? Medicaid for Pregnant Women covers pregnancy and delivery care at much higher income limits than regular adult coverage. Apply the moment you know — coverage can reach back to the month you applied.
  • Kids in the house? Children qualify at far higher incomes than adults, and Florida KidCare covers kids up to age 18 for $15–$20 a month for most families (1-888-540-5437). Your denial does not affect your children’s eligibility — apply for them separately.
  • Parent or caretaker of a minor child? Family-related Medicaid exists, but the income limits are very low. Worth a fresh look if your income recently dropped.
  • Elderly or living with a disability? SSI-related Medicaid follows different rules, and Social Security disability status changes the picture entirely.
  • Huge medical bills? The Medically Needy program (Medicaid with a “share of cost”) can open coverage in months when your medical bills are high — even if your income is over the regular limit.

One application through ACCESS Florida (MyACCESS) checks most of these at once. Questions: DCF at 850-300-4323.

Route 2: Marketplace coverage — and the timing that matters

If Medicaid says no, the Health Insurance Marketplace is the next door — especially because a Medicaid denial is a qualifying life event that opens a 60-day special enrollment window. Do not sit on the letter: the clock starts with the denial.

Open enrollment for 2027 coverage runs November 1, 2026 – January 15, 2027, and free local help exists — Health Planning Council of Northeast Florida Navigators, (866) 295-5955. Many Jacksonville households qualify for premium tax credits that bring monthly premiums down sharply. If you miss the 60-day window and open enrollment, the free-clinic route below is your bridge.

Route 3: Get care without insurance, starting this week

You do not have to wait for coverage to see a doctor in Jacksonville:

  • Volunteers in Medicine Jacksonville — free clinic for working uninsured adults: (904) 399-2766, 3728 Philips Highway, Suite #34.
  • Duval Family Health Center (Sulzbacher) — medical, behavioral health, and dental care on a sliding fee scale: 904-394-1660, 611 E. Adams St.
  • Agape Family Health — sliding fee scale primary care: (904) 760-4904.
  • WeCareJax — coordinates free specialty care for uninsured Duval residents when a regular doctor refers you; reach them through any of the clinics above.
  • Kids’ dental: DOH-Duval children’s dental centers — South: 904-253-1000; Westside: 904-253-1680.

Bring your denial letter to the first visit — clinics use it to place you in the right program faster.

Route 4: If the denial looks wrong, appeal

Denial letters include appeal rights and a deadline. If your income, household, pregnancy, or disability facts were wrong in the decision, an appeal (fair hearing) is free and you can ask for it through ACCESS Florida or by calling 850-300-4323. Keep the letter — the date on it controls your deadlines for both the appeal and the Marketplace window.
