Free preschool in Jacksonville: Head Start, free VPK, and help paying for child care
Child care is one of the biggest bills a Jacksonville family pays β often more than rent. Three programs cut it down hard, and many families qualify for more than one: free preschool through Head Start, free VPK for every 4-year-old, and School Readiness help that pays part of your child care bill while you work. Here is how each one works in Duval County.
Head Start and Early Head Start β free, birth to age 5
Head Start is free preschool for children from birth to age 5 in families with low incomes β including Early Head Start for babies, toddlers, and pregnant moms. Beyond the classroom, it includes meals, health screenings, and family support. Duval’s centers are run by Episcopal Children’s Services (ECS), with sites across the city, for example:

VPK β free pre-K for EVERY Florida 4-year-old
Voluntary Prekindergarten is Florida’s free pre-K program: if your child turns 4 on or before September 1, they get a free school-year program (about 540 hours) or a free summer program β no income limit, no lottery for eligibility. You register through the Early Learning Coalition of Duval and choose from hundreds of approved providers. ELC Duval: 904-208-2044, 6500 Bowden Road, Suite 290 (32216).
School Readiness β help paying the child care bill
If you work or attend school and your income is low to moderate, School Readiness pays a large share of your child care costs directly to your chosen provider β you pay a smaller parent fee based on your income. It covers infants through school-age kids (including after-school care). Apply through ELC Duval (904-208-2044) β the same office as VPK, one call covers both. Not sure where to start? Child Care Resource & Referral at ELC Duval gives free personalized lists of providers near your home or work.

Families routinely combine these: Head Start for a 3-year-old, VPK for the 4-year-old, School Readiness for after-care. And childcare is one category of help: the same family often qualifies for food assistance, KidCare health coverage ($15β$20/month for most families), and utility help.
