Help Paying Your JEA Bill: LIHEAP, Payment Plans and Neighbor to Neighbor

Jacksonville’s cold snaps are short, but they are enough to spike an electric bill — and the time to line up help is before a shutoff notice, not after. Here are the three real doors, all verified.

1. LIHEAP — the program that pays JEA directly

The Low-Income Home Energy Assistance Program, run locally by the Northeast Florida Community Action Agency (NFCAA), makes direct payments to your utility company when your family is at risk of disconnection. You need an appointment:

  • Call the automated appointment line: (904) 362-8052 — open 24 hours a day, 7 days a week (live operators 10 a.m.–5 p.m.)
  • You can book up to 14 days ahead — and funding is limited, so earlier is better
  • Bring: photo ID for everyone 18+, Social Security cards for the household, birth certificates for children 5 and under, proof of income, and your current JEA bill (all pages)

2. JEA itself — more time, or a payment plan

JEA offers a payment extension (more time to pay) and payment arrangements (the balance split across monthly bills). Apply inside your account at jea.com, or call JEA Customer Care at (904) 665-6000. Ask before the bill is overdue — JEA weighs your payment history.

3. Neighbor to Neighbor — one-time crisis help

The Neighbor to Neighbor Fund gives temporary help with a utility bill during a financial crisis, funded by donations from JEA customers and employees. To get an appointment, call 2-1-1 (or (904) 632-0600).

60 or older? There is an extra door

EHEAP helps households with someone 60+ facing a heating or cooling emergency — call 904-630-2489. And if rent is at risk too, the City’s Emergency Assistance Program takes appointments at (904) 255-2469.

The longer fix

NFCAA’s free weatherization program fixes the leaks and waste that make every bill bigger — insulation, air sealing, and HVAC work for qualifying homes.

One free checker run shows every utility, rent, and food program you match — it takes about two minutes.
